Annex VI sets the simplified EU declaration of conformity — the abbreviated form that physically accompanies the product or is referenced via URL. Required by Article 13(20). Two sentences plus a URL pointing to the full Annex V DoC. What the simplified DoC actually does in practice 簡化 DoC 實務上做什麼
The simplified DoC is administrative minimalism — two sentences plus a URL. Its design purpose is to fit on packaging, in user manuals, on product labels, or in QR-code-linked digital information. The full DoC (Annex V) lives at the URL endpoint.
"Article 13(20) is binary: ship the full Annex V DoC with the product, or ship the Annex VI shortcut with a URL. Most APAC manufacturers will choose the shortcut — and that URL becomes a 10-year compliance commitment."
The URL must remain stable and accessible. The URL is the bridge between physical product and full compliance evidence. If the URL breaks (manufacturer changes domain, product line discontinued), market surveillance authorities cannot reach the full DoC. APAC manufacturers should design the DoC URL with permanent identifier semantics — a URL that won't change for the product's entire support period (often 5–10+ years).
Multiple language versions may be needed. Annex VI itself doesn't legally mandate a specific language, but Article 13 obligations on instructions and information to user trigger language requirements per Member State. APAC manufacturers selling EU-wide should provide at minimum English plus the official languages of major target Member States. The URL endpoint can serve language-detection-driven DoC delivery.
The simplified DoC is the public-facing artefact. Distributors, retailers, end users see the simplified DoC. Market surveillance authorities use it as the entry point — they read the simplified DoC, click the URL, retrieve the full DoC. Quality of the simplified DoC text and URL infrastructure determines first impressions during inspection. Treat this as a customer-facing deliverable, not just a regulatory checkbox.

A key practical observation: APAC manufacturers shipping consumer connected products through EU retailers (Amazon, MediaMarkt, Boulanger) face an additional layer — the retailer's own product information page often becomes the de facto first DoC URL the consumer encounters. Manufacturers should ensure consistency between the simplified DoC URL on packaging, the DoC URL in retailer-provided product data feeds, and the actual full DoC content.

RED introduced the simplified DoC concept for radio equipment in 2014. The structure is identical to CRA Annex VI — short statement + URL. APAC radio equipment manufacturers already have URL infrastructure for RED simplified DoC; they can extend the same infrastructure to CRA simplified DoC by adding the relevant content under the same URL hierarchy.

EMC has its own simplified DoC option (Annex IV). Same template — short statement + URL. EMC + CRA share product overlap (most PwDE need EMC compliance too). A consolidated simplified DoC referencing both regimes via a single URL endpoint is operationally efficient.

AI Act requires high-risk AI systems to carry a DoC, but does not yet specify a separate simplified DoC format the way CRA does. APAC manufacturers with AI-bundled PwDE may have one DoC URL serving both CRA simplified DoC content and AI Act DoC content.

Article 13(20) explicitly requires manufacturers to either include the full Annex V DoC with the product, or provide the simplified Annex VI DoC. Most APAC manufacturers will choose the simplified version for space efficiency. The Article 13(20) decision is binary — once made, change requires careful labelling rework.

Annex VI without Annex V at the URL endpoint is non-compliance. The simplified DoC is not stand-alone — it must point to a working URL serving Annex V-compliant full DoC. APAC manufacturers should treat Annex V and Annex VI as a paired deliverable; producing one without the other does not satisfy Article 13(20).
